The design of the overcoat (for protection against the cold) was revised in April 1897 and an improved design was adopted. (The overcoat had been in use since around 1887.)

The round hat was commonly used by collection and delivery personnel until 1909. In 1888, a Western-style regulation cap was given to personnel working in cold areas where an overcoat was required for protection against the cold. In 1892, this regulation cap also came to be used by personnel working in extremely windy areas where the traditional style of bamboo hat was not practical. In 1902 the cap was distributed to bureaus where collection and delivery personnel worked delivering telegrams by bicycle. It came with a set of coverings for protecting it from the sun and rain. At the time, a bamboo hat cost 15 sen, a cap 40 sen, the sun protection covering 10 sen and the rain protection covering 30 sen.
